Medical institutions in Korea that provide treatment to foreign patients are required to register with the relevant metropolitan or provincial government under the Act on Supporting of Overseas Expansion of Medical Services and Attraction of International Patients, administered by the Ministry of Health and Welfare. Registration requirements include having at least one specialist physician in each medical department and maintaining medical malpractice liability insurance that covers foreign patients. In addition, the Ministry of Health and Welfare and the Korea Health Industry Development Institute operate the Korean Accreditation Program for Hospitals Serving Foreign Patients (KAHF) to enhance the quality and reliability of medical services for foreign patients. The evaluation encompasses two areas: systems to improve the quality of medical services for foreign patients, and systems to ensure patient safety. The accreditation is valid for four years, and accredited institutions receive government-supported domestic and international promotion and are automatically designated by the Ministry of Justice as outstanding medical tourism institutions.

Alongside this institutional framework, major tertiary hospitals in Seoul and other large cities operate international healthcare centers dedicated to foreign patients. The International Healthcare Center at Seoul National University Hospital, established in 1999, provides interpretation services in English, Chinese, Mongolian, Russian, and Arabic. The International Healthcare Center at Samsung Medical Center has been treating foreign patients from more than 120 countries since 1995. The Catholic University of Korea Seoul St. Mary’s Hospital and Asan Medical Center also operate international healthcare centers that offer appointment assistance, interpretation, and administrative support services for foreign patients.
